Allegheny County is the one market on this list that is not a day trip from our office, and we say so plainly: Pittsburgh files are handled from Southampton by a licensed Pennsylvania officer, by phone, secure portal and e-signature, with the closing at a local title company. What we bring is the same PHFA participation and program set we use in the east, and pricing that is set statewide rather than by county. Buyers in Squirrel Hill, Shadyside, Lawrenceville, Bloomfield, Mount Washington and the East End; in the South Hills of Mt. Lebanon, Bethel Park and Upper St. Clair; and in the North Hills of Ross, McCandless and Cranberry's neighbors in Allegheny all qualify under the same rules.
Pittsburgh's housing stock is older and built on hills, and that shapes the appraisal more than anywhere else we lend. Foundation and retaining-wall condition, sloped lots and terraced yards, and mine subsidence in parts of the county are all items an FHA or conventional appraiser notes, and Pennsylvania offers a separate mine subsidence insurance program in affected areas. The city's rowhomes and frame houses also carry the usual paint, roof and wiring condition questions, and renovation financing is a common fit.
Prices in Allegheny County remain below the Philadelphia suburbs for comparable homes, so most purchases here are comfortably within the conforming baseline and first-time buyers get real use out of FHA and PHFA assistance. Property taxes are set by the county, municipality and school district and vary widely, so we build the payment from the actual millage on the house.
In Pennsylvania, closings are typically handled by a title company. Transfer tax is customarily split between buyer and seller, property taxes are paid to the county, municipality, and school district, and older housing stock can bring lead-paint, knob-and-tube, or well-and-septic questions into the appraisal.
FHA limits are set by HUD county by county, and PHFA income and purchase price caps change periodically. We check the current figures for Allegheny County on every file rather than quoting from memory. Official source: PHFA. VA and USDA $0-down loans are available where the borrower and property qualify; USDA eligibility is address-specific, so we check the property on the USDA map before assuming either way.
